If you are at an intersection where there are 2 stop signs and 1 through-street (example: most streets that meet University, university has a right-of-way and the side streets have stopsigns).

When 1 car arrives at a stop sign, THEY have the right of way after University traffic correct? So if I pull up to a stop sign and signal a left hand turn and someone pulls up after me and wants to either go straight or turn right, I still have the right of way because I was there first...

This is correct right? I'm basing this off a 4 way stop situation in which whoever stops first goes first.

Because if I am right I honestly believe I think I'm the only fucking person in this area that believes this...

Right of Way and Yielding
Right-of-way and yielding laws help traffic flow smoothly and safely.
They are based on courtesy and common sense. Violation of these
laws is a leading cause of traffic crashes.
• When two vehicles reach an intersection at the same time, and
there is no traffic light or signal, the driver of the vehicle on the
left must yield to the vehicle on the right.
• When two vehicles reach an intersection at the same time, and
all-way stop signs or flashing red traffic lights control the
intersection, the driver on the left must yield right of way
to the driver on the right.
• A driver who wishes to make a left turn must yield to vehicles
approaching from the opposite direction when these vehicles are
in the intersection or are near enough to pose the risk of a crash.
• When a green arrow signal indicates that a vehicle may enter an
intersection to make a left turn, the driver must yield to other
vehicles or pedestrians already within the intersection. After
yielding, the driver may continue in the direction of the arrow.
• When two vehicles approach an uncontrolled “T” intersection, the
driver of the vehicle that is turning must yield to all cross traffic.
• When approaching a public road from a private road or driveway,
you must stop and yield to pedestrians and traffic.
• Drivers in the right lane of traffic must yield right of way to transit
and metro mobility buses attempting to merge from a bus stop
or shoulder.
• When a funeral procession identifies itself through use of headlights
or hazard warning lights, you must yield to the entire procession.

Nothing in there mentions what to do at a controlled intersection with opposing cars...only uncontrolled traffic is mentioned and "left yields to right" at an intersection.

That should explain it, if you are at a 4 way stop first to stop is first to go, otherwise left turn yields to oncoming traffic.

It does not matter how long you have to wait...whoever was there first gets to go first. You could arrive first, they could arrive 5 seconds later, and you both could wait for 5 years at that light. When you finally have the opening, YOU have the right of way because you were there first.

I emailed Moorhead PD and they confirmed my belief.

Hello,

You would be right to expect that you would have the right of way to
make the left turn north bound on hwy 52 if you came to a complete stop
prior to the 2nd vehicle and you were also clear to proceed onto hwy 52.
The problem is usually the second car does not believe you are able to
make the left turn because of south bound traffic on 52 so they proceed
with their right turn in front of you. You can read the law regarding
right of way below. Hope this helps if not you can email me back or
call.

Exactly what the officer said, the problem is the idiot on the other side THINKS, incorrectly, that they have the right of way.

It is NOT what the law says. The person who arrives first has the right-of-way is what the law says...That is like saying at a 4 way stop if I arrive first and am turning and then someone else arrives later and is going straight they have the right of way...that is wrong...first there first to leave.

From MN Laws:

169.20 RIGHT-OF-WAY.
Subdivision 1.Approaching intersection.

(a) When two vehicles enter an uncontrolled intersection from different highways at approximately the same time, the driver of the vehicle on the left shall yield the right-of-way to the vehicle on the right.

(b) When two vehicles enter an intersection controlled by stop signs or by blinking red traffic signals requiring drivers or vehicles from any direction to stop before proceeding, the driver of the vehicle on the left shall yield the right-of-way to the vehicle on the right.

(c) At an uncontrolled approach to a T-shaped intersection, the driver required to turn shall yield to the cross traffic.

(d) The driver of any vehicle traveling at an unlawful speed shall forfeit any right-of-way which the driver might otherwise have hereunder.

(e) The foregoing rules are modified as hereinafter stated in this section.
Subd. 2.Left turn.

The driver of a vehicle intending to turn to the left within an intersection or into an alley, private road, or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard.

This doesn't really make it overly clear because there is no mention of a control device (IE stopsign).

Generally at a stopsign left yields to right and last yields to first which is closer to the situation I'm mentioning. If it is uncontrolled or a green stoplight situation, left yields to straight.

Just a stupid sign that says IF OTHER SIDE STOPS FIRST THEY HAVE RIGHT-OF-WAY, DUMBFUCK

Or something along those lines. I always love it when I've been waiting for 20-30 seconds and someone pulls up quick, an opening happens and I start pulling out and they do too, and then you see them yelling and flipping out over me pulling out. John if you get rid of the bonneville I want it back because I'd love to have that for situations I run into every day. Plus I'd like a car with a horn since the lexus' security system/horn system has issues when it gets cold out (I guess neighbors don't like it when your cars horn randomly decides to activate for an hour straight at 3AM).

Car B then pulls up a few seconds later facing SOUTH and intends to either turn right or go straight...so the 2 cars are facing eachother on opposite sides of the intersection, car A arrived first.

Most of the time, in my experience, people feel car B has the right of way when in fact I do believe car A does. This situation has led to me having to slam on my brakes in the middle of a fairly busy street because the dumbass in car B feels they have the right of way and starts going anyways. Back when I had the Bonneville I would have just kept driving and figured fuckem, if I hit them I'll just keep driving because I didn't give a shit about that car, with the lexus I'm not as willing to play chicken on these roads.

There are countless times where I will be going straight and someone turning will sit and wait for me to go as I try wave them to go since they were there first...then a huge rush of traffic comes and you have to wait another 2-3 minutes due to the confusion.

And EVERY flipping day I have to deal with some asshole who thinks THEY have the right of way when I'm going to class/work. Turning off of 30th onto Highway 52 in South Moorhead you have to deal with idiots leaving the industrial park/RDO area and they ALWAYS will cut me off when I'm turning left and they are turning right.
