No. I've seen videos of these tires leave the car, exit the view of the camera (hundreds of feet into the air), then come back a couple seconds later hundreds of yards away. You'd need a ceiling, not a fence.
Edit: And the ceiling would have to catch the damn tire, otherwise the thing would bounce off and come back down with even more intensity.

Pretty sure Formula 1 does. You don't see tires flying everywhere like you used to when they wreck. But those tires aren't nearly as large or moving 300mph...

Good samaritan is like 4 blocks away from our house down there. They new she was dead already if they brought her their, not exatly what you would call a full service hospital.
