You disable the ECU's control over the timing, loosen the distributor just enough to rotate it, locate the timing marks on the engine and crank pulley, run the engine, point the light at the timing marks, and squeeze the trigger. Then you rotate the distributor very slightly until the timing is set where you want it.

No offense but you did a motor swap and you don't know what a timing light is or how to use it? Cam gears could possibly be off if its that far down on power.

I had the timing set by ear/feel on Megan's CRX earlier this summer and it ran 2 seconds slower at the track. Turns out it was off by 2.5 degrees. Use a timing light.

DId you swap the trans and all or just the motor? LS and GS use the same motor just a lot of GS's were auto's and have some diff options. Just cuz the motor has compression doesn't necessarily mean its still good, it could have some drastic leakdown that you wont see w/ a compression tester cuz gthe compression tester has a check valve in it and once it hits that # it holds it wether or not its bleeding down.
