Help with simple Throttle/Carb Problem

I have a 74 Honda CT "trail" 90. I need some help figuring out whats wrong with the carb. I believe when I hooked the throttle cable back up, its not opening properly because the assembly is put together wrong. Seems super simple but idk what I'm doing wrong. If anyone can get it running good I am willing to pay them.
