You can't really compare the two because there in two totaly different categories.
Both animation yes, but two totally different styles. It's kinda like saying silence of the lambs wasn't even near as funny as wedding crashers, both movies but two different styles.

Speaking of anime, you see the adult swim "letter" where an anime fan asked if all American animated series are supposed to be funny and the response from Adult Swim was "No, please review season 1 of Drawn Together" That was one of the funniest comments I ever saw on adult swim.
