i thought i signed that thing like 4 years ago when it first came out but i couldnt find my name...but i signed it again.

reasonably possible, the plates must at all times be kept free and clear of mud, ice, or snow so
as to be clearly visible and all number plates, markers, or evidence of registration or licensing
except for the current year must be removed from the vehicle. All vehicle license plates issued
by the department continue to be the property of the state of North Dakota for the period for
which the plates are valid. An annual registration tab or sticker for the current registration year
must be displayed on each number plate, in the area designated by the department for the tab or
sticker, in those years for which tabs or stickers are issued in lieu of number plates. -

Its not profiling if they catch a group of people breaking the same laws. That would be like saying "Geez, the cops caught me and 5 of my buddies driving drunk leaving the bar over the course of of a summer...it must be because they don't like our mad-tite-vtack."
The question I have for you Torbs is this:
Did you get a ticket for actual non-law conforming violations? based on what you said here, I believe you received a legit ticket:

Is everyone going to get a ticket that has no front plate? No, probably not, but I do know domestic car owners that have gotten the same tickets you are complaining about.
To sum it up again, it is not profiling if they happen to catch you doing something illegal.
