Probably a rural mail truck. There used to be a RHD Land Rover around the New Rockford/Carrington area, when I lived there, that delivered rural mail.

Jeep is easiest to get RHDs from for mail delivery vehicles so they are pretty common.

Ya I know about rhd mail cars, but this is a newer jeep liberty I saw cruising on univisirty at like 8pm. Most mail cars are usually not very well taken care of, but the jeep looked clean. Although it most likely was a mail vehicle.
