i had a $300 racing/careless ticket, and a 160 dollar illegal vehicle ticket were bombs on mine.

I think the court made the right decision in telling the city it couldn't arbitrarily set fines, but made the wrong decision in issuing refunds to people. The fine schedule was published and available; anyone choosing to break the law knew what the penalty would be.
I can't beleive the size of some of these checks. Are you guys morons?
